The CC&Rs (i.e. Covenants, Conditions and Restrictions)  are the governing documents that dictate how a common interest development (CID) such as The Empress operates and the duties which owners have to all other owners and to the association itself.

The Bylaws of an organization focus on how that certain organization operates, elects directors and officers, conducts meetings, etc.
